Paper @ IPID2011: E-Health Development in South Africa: An assessment on the impact of ICT and healthcare related initiatives in health service delivery

In developing countries like South Africa, the ICT and healthcare sectors are currently the prime growth sectors of the economy. The continued rise in inequalities especially in healthcare service delivery is still undermining the development of a healthy society. Several initiatives addressing inequalities in the access to health information within the healthcare service delivery sector have been implemented. However, all has not been well with most of these initiatives as they have failed to achieve their anticipated objectives. This has been attributed to the lack of monitoring and evaluation on the contribution of such initiatives to national development thus affecting policy formulation of e-health development plans. The study seeks to develop an e-Health Impact Assessment Framework (eHIAF) for a developing country context with the vision that it forms the basis structuring of a working e-Health Strategy.

Paper @ IPID2011: Assessing outcomes of National ICT Policy implementation: Case of Malawi

Governments in developing countries are implementing national ICT policies to guide their national development agendas. There is empirical evidence to suggest that implementation of national ICT policies is problematic. Some of the challenges are lack of resources, capacity and leadership. The aim of this study is to understand the national ICT policy implementation process, success measures and outcomes and how they contribute to socio-economic development.

Paper @ IPID2011: The Impact of ICT on Tourism Development in Uganda

ICT has played an important role in the tourism industry in the development of modern tourism. Computerized reservation systems (CRS), developed and operated by airlines and hotels in order to cope with the increasing volume of passengers and the related logistic and operational problems. Information and Communication Technologies (ICTs)  have deeply affected the way business is performed and the way that organizations compete. Although the adoption of e-business will facilitate the evolution of traditional tourism systems and the integration of tourism enterprises into the digital economy, many tourism enterprises in developing countries have not yet been able to adopt ICTs, even though their application could offer competitive advantages (UNCTAD 2005). This situation therefore, motivates the Researchers to establish the extent of ICT adoption by the Tourism industry in Uganda and the way forward.

SEED bursaries at IPID2011

SEED is supporting young researchers from developing countries to join the Annual Conference of the International Network for Postgraduate Students in the Area of ICT4D (IPID), which this year will be held in Lugano from 12 to 13 of September. In line with previous IPID events, the conference is intended to be informal. The primary goals are:

  • To let postgraduate students present brief papers about their research in a supportive environment, where they can gain positive feedback from other participants;
  • To provide the opportunity to discuss key themes of interest to ICT4D postgraduates.

SEED has offered between 2 and 5 bursaries (depending on each individual case) for students from developing and least developed countries to attend the symposium. The requirements are that applicants be citizens of any of these countries, and registered in universities in any of these countries. Applicants are advised to consult the United Nations Human Development Report 2010 to check if their country qualifies (least, low, medium and high development nations qualify, but not very high development). IPID2011 Organizing Committee will be in charge of awarding the bursares.

Three kinds of bursaries are available:

  • Full bursary: covers flights, accommodation, and registration (which includes meals)
  • Partial bursary: may cover either accommodation and registration, or flights
